El nuevo sistema obliga a acercar lo que pagan los estudiantes en sus matrículas a lo que realmente cuestan los estudios, hasta cubrir entre el 15% y el 25% en primera matrícula, porcentaje que aumenta para los repetidores hasta llegar al 100%. El problema es que no se sabe exactamente qué proporción pagaban los alumnos hasta ahora, ni existen datos oficiales ni sistemas de cálculo claros (por ejemplo, ¿hay que cobrar una parte de la investigación a los alumnos?).
